Detailed Plan for Parcel 2.2 of New Kabul City Officially Approved

The Ministry of Urban Development and Housing has announced that the detailed plan for Parcel 2.2, part of the first phase of the New Kabul City project, has been officially approved and signed. According to the ministry, this plan covers 2,672 jeribs of land belonging to the Oxin Ariana construction company, and with its approval, all construction activities in this area will proceed based on the determined map.
The ministry’s statement notes that Parcel 2.2 is being developed by Oxin Ariana, and according to the approved plan, a structured network of roads, residential zones, service facilities, green spaces, and public amenities has been considered. Taliban officials said this action could pave the way for urban order and the provision of quality services in this area.
Mawlawi Najibullah Hayat Haqqani, the Taliban-appointed Minister of Urban Development and Housing, described the approval of this plan as an important step within the broader framework of the New Kabul City project. However, details regarding the precise timeline of implementation, the total project cost, and oversight mechanisms have not been disclosed—issues that have consistently been concerns for residents in large urban projects.
The New Kabul City project aims to manage the capital’s population growth, establish quality residential areas, and improve urban services. Urban experts emphasize that the success of such projects, beyond the approval of technical documents, requires transparency, accountability, and practical implementation in line with urban standards to avoid repeating past problems in urban areas.
