Taliban publishes charters for state mining and oil and gas companies
The Taliban administration has published the charters of two state-owned companies in the mining and oil and gas sectors.
The Taliban-run Ministry of Justice said the charters of the Mining Company and the Oil and Gas Operating Company were published in the official gazette after being signed off by the leader of the administration, and have now taken on legal validity. According to the ministry, the two companies are required to organise their activities under the new framework.
The ministry said the charters define how the companies are formed, the powers and duties of officials and the board of directors, company capital, the creation of financial reserves, the accounting system, financial reporting and the audit of accounts. The documents also set out the conditions for merger, dissolution and liquidation of the companies.
According to the Taliban-run Ministry of Justice, publishing these charters could help improve financial and administrative management in state companies in the mining and energy sectors. The ministry also said the release of the documents is part of a process to streamline the economic activities of these companies.
The Mining Company and the Oil and Gas Operating Company are among the government bodies linked to the extraction and exploitation of Afghanistan’s natural resources. The official gazette is also the publication in which laws, decrees and charters acquire legal force and become enforceable after publication.
