Taliban Organizes Online Training on Mining Regulations for Officials Across 34 Provinces

The Taliban administration has announced an educational program titled “Training on Mining Regulations and Guidelines for Building Materials” for mining officials in 34 provinces across the country. This two-day online program was launched by the Directorate of Training and Capacity Building of the Personnel Affairs Directorate, in cooperation with the General Directorate of Legal Affairs.
According to published information, 60 heads, chiefs, technical and professional staff from provincial mining directorates, as well as contract workers in the mining sector, participated in the program. The stated objective of the program is to raise the level of awareness among local officials regarding regulations and the implementation methods of guidelines related to the extraction of building materials.
The General Director of Legal Affairs emphasized the importance of legal training and its practical application in workplaces during the program’s opening session, urging participants to effectively apply their acquired knowledge in mine management. Additionally, the Head of Personnel Affairs stated that the directorate aims to enhance the capacity and professional skills of ministry employees through such training programs.
Abdul Basir Mansouri, a senior expert from the Directorate of Planning and Drafting, was responsible for presenting the educational content.
Although the Taliban administration stresses the importance of training programs, experts have consistently highlighted the need for transparency, independent oversight, and accountable management in the country’s mining sector—a sector that in recent years has faced concerns over contract procedures and the exploitation of natural resources.
