Afghan Taliban’s Agriculture Ministry Emphasizes Coordination and Transparency in Development Projects

The Taliban-led Ministry of Agriculture, Irrigation, and Livestock has announced that all institutions implementing development projects are required to coordinate their plans and work areas with the ministry before commencing practical activities, while adhering to principles of transparency and quality.
According to the ministry’s newsletter, this issue was addressed in a meeting chaired by Mawlawi Baz Mohammad Faizan, Deputy Minister of Irrigation and Natural Resources, attended by several department heads, advisors, and representatives of the Afghan Aid organization. During the meeting, a project called “Prevail” was reviewed in terms of its objectives, coverage areas, and implementation methods.
Officials from Afghan Aid provided details on the project’s execution and the planned services. They also shared information about the regions to be included in the program and its operational mechanisms.
Mawlawi Baz Mohammad Faizan stressed the importance of coordination between partner institutions and the Ministry of Agriculture, stating that any developmental activities in irrigation and natural resources must be arranged mutually and with prior agreement. He identified quality, effectiveness, and transparency as fundamental conditions for project implementation and called for providing standard and effective services to the residents of the target areas.
Meanwhile, Mawlawi Abdul Ahad Khalil, the ministry’s General Director of Natural Resources, spoke about the Taliban administration’s readiness to cooperate with institutions and added that necessary collaborations will be made to facilitate and expedite the implementation of development projects.
While the Ministry of Agriculture emphasizes transparency and coordination, the management and oversight of development projects have been matters of public and partner concern in recent years. There remains an expectation for supervisory mechanisms to be applied effectively and responsively.
