Taliban Leader Approves Kabul Master Plan, Outlining Future Development Framework

The spokesperson for the Taliban’s Ministry of Urban Development and Housing announced that the Kabul Master Plan has been approved by the leader of the Taliban administration. According to him, this plan defines the overall framework for the development of the capital.

Kamal Afghan stated that based on this plan, all detailed maps will be prepared by the Ministry of Urban Development, and once completed, will be communicated to the relevant institutions for implementation. He did not provide further details regarding the timeline for the start of these programs.

A master urban plan is generally a strategic document used to regulate city expansion, manage residential and commercial areas, transportation networks, and urban services. Kabul has faced challenges in recent years due to unplanned population growth, expansion of informal settlements, and inadequate basic urban services.

However, the Taliban administration has so far not provided clear information about how the public, independent experts, and urban institutions have been involved in the process of preparing and revising this plan; an issue considered essential by many citizens and specialists for transparency and the success of any urban development program.
