Taliban’s Water and Energy Ministry Holds Talks with Turkish Investors on Three Major Water and Power Projects

The Taliban’s Ministry of Water and Energy announced that Mullah Abdul Latif Mansoor, acting head of the ministry, held discussions with officials from a Turkish investment company about the possibility of investing in three major water and power projects.
According to the ministry’s statement, the talks focused on the Gambiri irrigation and power generation dam project, the water supply project from Sayyad to New Kabul, and the water transfer project from Lalandar Shatoot to Kabul. These projects are considered significant for water resource management and energy provision.
Officials from the Turkish company expressed their interest in investing in the construction of dams, power generation, and water supply projects during the meeting and indicated their readiness to begin technical assessments.
Meanwhile, Mullah Abdul Latif Mansoor emphasized the Ministry of Water and Energy’s support, promising to facilitate necessary arrangements for investment and calling for subsequent technical meetings to advance the work.
However, while the Taliban administration speaks of attracting foreign investment, a lack of transparency in legal frameworks, guarantees for investment security, and institutional accountability remain ongoing challenges that continue to raise concerns among investors and citizens and require practical explanations and actions.
