Qatar Appoints New Ambassador to Afghanistan Amid Ongoing Taliban Rule

Sheikh Tamim bin Hamad Al Thani, the Emir of Qatar, has officially appointed Murdif Al-Qahtouti as the country’s new ambassador to Afghanistan. The announcement was made on Tuesday, October 21, by the Qatari Amiri Diwan. Al-Qahtouti previously served as chargé d’affaires at the Qatari Embassy in Kabul.
Since the Taliban’s return to power in Afghanistan in 2021, Qatar has been one of the few regional countries to increase its diplomatic engagement with the group. The new appointment comes despite the fact that the Taliban administration remains unrecognized by the international community, and the country’s political future remains uncertain.
The expansion of diplomatic relations between some countries and the Taliban continues amid widespread human rights challenges in Afghanistan, including severe restrictions on civil liberties — particularly women’s rights — and the closure of the educational system to girls. Qatar’s decision to appoint an ambassador could be perceived by the Afghan public as a step toward legitimizing the Taliban-led administration.
Experts stress that international engagement with Afghanistan should not come at the cost of overlooking serious human rights violations committed by the Taliban. In this context, the role of influential countries like Qatar is seen as vital in pressuring the Taliban to respect human rights principles and reconsider its repressive policies.
