UN Warns of Severe Shelter Shortages for Returning Migrants in Afghanistan This Winter

The United Nations Human Settlements Programme in Afghanistan has warned that thousands of returning migrants from neighboring countries, along with families affected by recent earthquakes, are facing severe shelter shortages amid the winter cold.
The UN agency emphasized on Sunday, January 25, that urgent attention to the basic needs of these people must not be delayed, as the continuation of this situation could lead to serious humanitarian consequences.
Meanwhile, according to statistics provided by the Taliban administration, approximately 2.8 million migrants returned to Afghanistan in 2025. This return, occurring without the provision of basic facilities, has placed heavy pressure on families.
The UN report indicates that only 11 percent of deported migrants are employed, highlighting the lack of job opportunities and inadequate planning.
In addition to the shelter shortage, the Taliban administration’s failure to create employment opportunities and provide effective support to returning migrants has drawn criticism and increased concerns about escalating the humanitarian crisis across various regions of the country.
