Taliban Administration Reviews Building Permit Process to Facilitate Housing Construction

A meeting chaired by Mawlawi Abdul Salam Hanafi, Deputy Administrative Head of the Taliban-run Prime Minister’s Office, was held with representatives from the Ministry of Urban Development and Housing, Ministry of Foreign Affairs, General Directorate of Administrative Affairs, Kabul Municipality, and the General Directorate of Municipal Affairs Coordination. The main focus of the meeting was to simplify the process of home construction and issuance of building permits.
According to a press release from the presidential office, the meeting discussed ways to streamline the issuance of construction permits and address obstacles related to providing land for residential building in both planned and unplanned areas. Participants emphasized that practical and effective steps must be taken to facilitate shelter, especially for returning refugees.
The meeting also underlined the importance of enhancing coordination among relevant departments and speeding up administrative procedures—an issue that residents have long complained about due to its delays and complexities. Providing urban services and issuing building permits on time continue to be major challenges in large cities, particularly Kabul.
Officials present highlighted that securing suitable land for housing construction is one of the fundamental needs of cities, and serious attention to this matter can improve the living conditions of residents. However, the lack of a transparent and accountable mechanism for land distribution and construction supervision remains a persistent concern for citizens.
At the conclusion of the meeting, there was a strong emphasis on rigorous follow-up of decisions made and sustained cooperation between relevant institutions to make the housing construction process and job creation more efficient and accessible for the people. The practical realization of these promises will be a key measure of the Taliban administration’s effectiveness in this sector.
