Taliban Ministry Announces Over 532 Jeribs of Kabul Land as State Property
The Taliban Ministry of Justice has declared that more than 532 jeribs of land in the neighborhood known as “Ghaibi Baba” in Kabul’s 17th district have been officially designated as “Emirati” land. According to the ministry, this decision was made following a review of documents and evidence by a special court handling cases of usurped lands.
In a statement published on Tuesday, 14 July, the court examined documents related to over 1,042 jeribs of land and determined that more than 532 jeribs, divided into four cadastral plots, are officially surveyed and registered under the name of the government.
The Taliban Ministry of Justice added that after reviewing the occupants’ documents, verifying real estate office records, and obtaining information from relevant departments, ownership of this portion of land was transferred to the government. Responsibility for preventing land usurpation and reclaiming usurped lands has been assigned to a dedicated commission.
The Ghaibi Baba neighborhood is located in the Kotol Khairkhana area within Kabul’s 17th district, along the Kabul–North highway—a region where parts are currently used as residential areas.
The declaration of residential lands as state-owned in recent years has consistently caused concern among some residents and landowners. Critics argue that the process of reviewing and deciding such cases should be transparent, fair, and allow citizens full access to documents and the right to defense—issues that raise questions about judicial independence and property dispute handling under the existing Taliban administration structure.
