Divergent Messages on World Press Freedom Day: Emphasis on Free Speech Amid Restrictions in Afghanistan

On May 3rd, World Press Freedom Day, the United Nations Assistance Mission in Afghanistan (UNAMA) underscored the importance of protecting freedom of expression and supporting journalism as fundamental pillars of peace. In contrast, the spokesperson for the Taliban’s Ministry of Information and Culture stated that media outlets must operate within the framework of religious and cultural values and broadcasting policies.

UNAMA’s statement highlighted that access to accurate and verified information is a prerequisite for building peaceful, just, and sustainable societies. The statement warned that misinformation can undermine social cohesion and erode public trust, while free and truthful information fosters accountability, constructive dialogue, and human rights protection.

The United Nations and UNESCO have designated May 3rd as World Press Freedom Day to celebrate media freedom and remind governments of their responsibility to uphold freedom of expression under Article 19 of the Universal Declaration of Human Rights. This article emphasizes the right to access and freely disseminate information without interference.

Meanwhile, Habib Ghafran, spokesperson for the Taliban’s Ministry of Information and Culture, reaffirmed the administration’s belief in the role of the media and its commitment to supporting them. He added that over 140 media outlets have been licensed to operate in the year 1404 (2025) and that plans are underway to improve access to information in the coming year.

However, the emphasis on operating within a “defined framework” arises amid widespread restrictions on media and journalists in Afghanistan in recent years. Freedom of expression advocates have repeatedly called for a review of these limitations. Journalists warn that the continuation of such conditions could seriously threaten media independence and citizens’ free access to information.
