Taliban Announces New Construction Regulations Across Afghanistan

The Taliban administration has announced a new process to regulate and facilitate construction activities nationwide, including Kabul and other provinces, following directives from the prime minister and the Council of Ministers. According to this decision, citizens can proceed with building projects if they possess specific documentation.
A memo circulated to the media states that individuals with a legitimate property deed, tax payment receipt, transaction guideline documentation, and approval from the local mosque’s imam will be permitted to carry out construction work. This move comes amid past complaints from residents in several areas regarding the lack of a clear mechanism and the halt of construction projects.
The memo also instructs security forces not to interfere with construction activities without coordination with municipal authorities. Previously, reports revealed interventions by various institutions that halted projects without clear legal justification, causing concern among citizens.
Despite the announcement of this new process, it remains unclear how monitoring mechanisms, transparency in document verification, and prevention of potential abuses will be implemented. Urban experts have consistently emphasized that any changes in construction procedures require clear and accountable legal frameworks to effectively safeguard residents’ property rights.
