UN Reports Return of Nearly 2.8 Million Afghans from Iran and Pakistan by 2025

The United Nations High Commissioner for Refugees (UNHCR) has reported that by 2025, nearly 2.8 million Afghan nationals will have returned to Afghanistan from Iran and Pakistan—returns that have largely occurred under challenging humanitarian and economic conditions.

According to the report, the situation of Afghans residing in Pakistan remains unstable, particularly following the expiration of Proof of Registration (PoR) cards on August 31, which has raised concerns about their access to residency, public services, and legal security.

At the same time, the humanitarian response inside Afghanistan is facing a severe lack of funding. UNHCR has assessed that only 37% of the required $478 million budget for 2025 has been secured so far, significantly limiting aid agencies’ capacity to address the urgent needs of returnees.

Structural challenges—including the lack of sustainable reintegration programs, pressure on public services, and restrictions imposed by the Taliban administration—continue to complicate efforts for a voluntary and dignified return process.

In its latest appeal, UNHCR called for $258.6 million in funding to support returnees and help meet their urgent needs across various regions.
