Taliban’s Ministry of Urban Development Signs Detailed Plan for Islam Qala Port Expansion

The Taliban’s Ministry of Urban Development and Housing has announced that Mawlawi Najibullah Hayat Hakani, the minister of this ministry, has signed the detailed development plan for Islam Qala Port in Herat province. According to officials, the plan outlines the framework for the organized expansion of this important border port.
According to the published information, the plan includes establishing a road network, commercial and service areas, public facilities, green spaces, transportation infrastructure, water supply systems, and other necessary urban infrastructures. The stated objective of this initiative is to standardize the port’s infrastructure and improve land use regulation in the area.
Islam Qala Port, located on the Afghanistan-Iran border, is one of the country’s most significant trade gateways. The Ministry of Urban Development says that implementing this plan could facilitate trade flow, improve transportation services, expand investment opportunities, and provide standardized urban services at the port.
However, experts have consistently emphasized that the success of such projects depends on transparent implementation, adequate funding, and effective oversight—issues that have posed challenges in various sectors in recent years. Details about the timeline for the practical execution of this plan and how its financial resources will be secured have not yet been released.
The Ministry of Urban Development added that it continues its technical and professional efforts to prepare and implement detailed plans in the country’s economic and trade sectors, aiming to achieve sustainable urban development.
