Afghanistan and Uzbekistan Discuss 15-Year Strategic Energy Cooperation Plan
Breshna Company announced that in a meeting between Mullah Abdul Haq Hamkar, CEO of the company, and Umid Muhammad Aminov, First Deputy Minister of Energy of Uzbekistan, discussions were held on expanding strategic cooperation in the energy sector and preparing a comprehensive 15-year plan for the development of Afghanistan’s energy sector.
According to Breshna, the Uzbek side expressed readiness to formulate a long-term development plan for Afghanistan’s energy, and both parties emphasized strengthening technical cooperation, enhancing specialized capacities, and advancing joint projects in the sector.
Mullah Abdul Haq Hamkar described Uzbekistan’s proposals for developing Afghanistan’s energy sector as “important” and stated that to realize the cooperation, a clear and implementable roadmap must be developed to initiate the implementation process.
He also stressed the necessity of conducting extensive technical studies in power generation and added that Afghanistan seeks to carry out comprehensive feasibility studies for establishing small and medium hydroelectric units, solar, gas, and coal-based power plants in different parts of the country, to form a national energy map based on the results.
The CEO of Breshna emphasized that the company’s goal is not only to import electricity but also to strengthen domestic capacities in production, transmission, and distribution. He identified technical cooperation in engineering, design, production, operation, maintenance, and capacity building as fundamental needs for Afghanistan’s energy sector.
Currently, Afghanistan imports a significant portion of its electricity from neighboring countries, including Uzbekistan, with insufficient domestic production infrastructure being a major challenge for the sector. Uzbekistan has been one of the primary electricity suppliers to Afghanistan in recent years.
