UN Deputy Secretary-General Rosemary DiCarlo Arrives in Kabul Amid Afghanistan Crisis

Rosemary DiCarlo, the United Nations Deputy Secretary-General for Political Affairs, arrived in Kabul on the morning of Saturday, January 24. Sources within the Taliban-led Ministry of Foreign Affairs have confirmed that this senior UN official has traveled to Afghanistan to meet and hold talks with the authorities of the administration.

So far, the official purpose of this visit has not been publicly announced by either the United Nations or the Taliban administration. However, this trip takes place as Afghanistan continues to face a political crisis, international isolation, and widespread restrictions on citizens’ rights and freedoms, especially those of women and girls.

DiCarlo is considered one of the key UN figures on the Afghanistan file and is responsible for advancing the Doha talks concerning Afghanistan. It is expected that during her stay in Kabul, she will discuss the current political situation, recent developments, and how the UN engages with the Taliban-led administration.

Observers emphasize that continued meetings like these could help improve Afghanistan’s relations with the international community only if the Taliban administration responds practically to specific international demands, including respect for human rights and meaningful participation of all segments of society in the power structure—issues that have so far been met with widespread criticism.
