Taliban 22-Article Decree Tasks Clerics’ Councils With Oversight and Public Support

In a 22-article decree, the Taliban leader has assigned clerics’ councils in the provinces and districts the responsibility of overseeing officials of the administration and rallying public support for it.

The decree consists of a preamble, two chapters, two sections and 22 articles. Its stated aim is to define the framework for the formation, powers, responsibilities and duties of the clerics’ councils.

According to the decree, these councils will operate at the provincial and district levels. Each council will have a chairman, deputy chairman, administrative officer and financial officer, and additional members will be appointed if needed.
