EU Appoints New Chargé d’Affaires for Afghanistan Amid Limited Diplomatic Ties

The European Union has appointed Nicola Blumo, an Italian diplomat, as its new chargé d’affaires for Afghanistan, signaling that Brussels continues to maintain only provisional representation with Kabul.
On Wednesday, June 3, the EU’s External Action Service announced the appointment of 33 new ambassadors and seven deputy heads of mission as part of its latest diplomatic reshuffle. Among these appointments, Blumo has been assigned responsibility for managing the EU delegation’s affairs related to Afghanistan.
Nicola Blumo currently heads the Africa section within the EU External Action Service. He previously served as the EU ambassador to the Republic of Rwanda.
Following the Taliban’s takeover of Afghanistan, the EU, like many other countries, downgraded its political relations with Kabul from ambassadorial status to chargé d’affaires. This reduction in diplomatic level reflects ongoing global concerns regarding human rights, political participation, and extensive restrictions on women and girls in Afghanistan—issues that continue to hinder full normalization of diplomatic relations with the Taliban administration.
