New Details on Russia-Taliban Military Cooperation Agreement

Russia’s state news agency RIA Novosti, citing Zamir Kabulov, Russia’s special representative for Afghanistan, has reported that the military-technical cooperation agreement between Russia and the Taliban administration primarily focuses on the repair and restoration of Russian-made military equipment currently in Afghanistan’s possession.
Kabulov stated that the agreement is framework-based and practical in nature and considers the establishment of a legal and contractual basis for any military-technical cooperation under Russian law as essential. According to him, this document provides the necessary legal groundwork to advance such cooperation.
The agreement was signed on May 27 between Russia and the Taliban administration. Mullah Mohammad Yaqoob Mujahid, acting defense minister of the Taliban administration, announced after returning from his trip to Russia that practical steps to implement the agreement will begin in the coming days.
While the Taliban administration regards the agreement as a step toward strengthening its military capabilities, further details about the exact scope of the cooperation, the types of equipment involved, and the obligations of both parties have not yet been disclosed. The lack of transparency in such agreements, especially as Afghanistan faces significant economic and security challenges, has raised public questions about the prioritization of resources and the accountability of responsible institutions.
