Taliban’s Technical Education Department Launches Five-Day Seminar on Competencies and Responsibilities

The Technical and Vocational Education Department under Taliban administration has inaugurated a five-day seminar focused on “Raising Awareness and Clarifying the Competencies and Responsibilities of Zone Chiefs and Provincial Commanders” at its central headquarters. The event is being held with the presence of senior officials from the department and several regional administrators.
During the opening ceremony, Mawlawi Ghulam Haider Shahamat, head of the Technical and Vocational Education Department, emphasized the role of officials in serving the Islamic system. He stated that officials must see themselves as servants of the people and be accessible to the community. He also stressed transparency in safeguarding and spending public funds and urged officials to exercise diligence and commitment in performing their duties.
According to Shahamat, setting clear goals, developing curricula aligned with labor market needs, and recruiting individuals based on competency and expertise are essential elements for improving the department’s performance. He also highlighted the importance of officials being fully aware of the details of their respective sectors’ activities and focusing on enhancing the quality of education and updating the curricula.
Meanwhile, Mufti Fazl-ur-Rahman Fazil, deputy of financial and administrative affairs, described the seminar as an opportunity to enhance professional capacities and strengthen coordination between the central office and provinces. Mawlawi Nisar Ahmad Ilyas, head of personnel affairs, also regarded such programs as steps towards improving administrative coordination.
During the five-day seminar, topics such as the scope of authorities, administrative responsibilities, management, and improving educational processes will be presented to the participants. However, some experts believe that seminars can only be effective if their outcomes are practically implemented within the country’s educational structure and transparent accountability to citizens is ensured—an issue that has been continually questioned in recent years.
