Taliban Administration Approves and Publishes Preachers’ Law

The Taliban’s Ministry of Justice has announced that the “Preachers’ Law” has been approved by the leadership of the administration and is now published in the official gazette. According to this announcement, the responsibility for implementing this law has been assigned to the Ministry for the Promotion of Virtue and Prevention of Vice and Hearing Complaints, an institution that has played a central role in imposing and enforcing social restrictions in recent years.

According to the released information, the law consists of a preamble, three chapters, two sections, and 17 articles, defining the framework for the activities of religious preachers. The text of the law outlines the qualifications of preachers, their methods and means of invitation, behavioral etiquette, duties, and the related rulings.

Based on the statement, preachers are obligated to carry out promotional activities on topics including the virtue of knowledge, teaching the faith and beliefs of Sunni Islam, educating on acts of worship, explaining the virtues of jihad and zakat, the rights of parents and children, neighbors’ rights, spouses’ rights, public rights of women, obedience to the leader, the obligation of hijab, good ethics, and mosque etiquette.

The law also emphasizes that Taliban officials, Mujahideen, mosque imams, and the general public are required to cooperate with the preachers. This publication comes after nearly five years during which the Taliban administration has issued numerous decrees and regulations, establishing stringent social and religious frameworks and expanding oversight over citizens’ behavior and beliefs. These measures have consistently raised concerns among human rights organizations.
