Putin and Modi Urge Stronger Action Against Terrorism in Afghanistan

Russian President Vladimir Putin and Indian Prime Minister Narendra Modi issued a joint statement on Friday, December 4, warning about the presence and activities of terrorist groups in Afghanistan. Citing reports from the United Nations Security Council, the leaders described the security situation in Afghanistan as alarming and called for more robust measures to counter the threat of terrorism in the region.

Putin and Modi voiced support for ongoing operations against the Islamic State’s Khorasan branch (ISIS-K), a group that in recent years has emerged as a significant threat to the security of Afghanistan and its neighbors. They also stressed the importance of continued humanitarian assistance to the Afghan people and urged a more active role by the international community in addressing the country’s humanitarian crisis.

At the same time, Indian media reported that a suspect involved in the recent bombing in New Delhi is believed to be in Afghanistan. This has heightened India’s concerns over extremist groups using Afghanistan as a safe haven.

Additionally, recent attacks near the Tajikistan border—which left five Chinese nationals dead and five others injured—have been interpreted as evidence of insecurity spreading from Afghan territory into neighboring countries. As terrorist activity increases, the Taliban administration’s failure to ensure regional security and stability has once again come into sharp focus.
