They emphasize that winter conditions pose serious risks to families already suffering from destroyed homes.<\/p>\n<p>Local officials in Samangan say efforts are ongoing to secure humanitarian assistance, but acknowledge that aid has not yet been delivered on a wide scale. Fazl ur-Rahman Osmani, spokesperson for the governor of Samangan, noted that initial basic needs were met in the days following the disaster.<\/p>\n<p>The quake, centered in Khulm district, also impacted the districts of Hazrat Sultan, Feroz Nakhchir, Dara-e-Suf Bala, Dara-e-Suf Payin, and the provincial capital.
