Amir Khan Muttaqi, the acting foreign minister of the Taliban administration, met on Sunday, October 26, with Roza Otunbayeva, the UN secretary-general’s special representative for Afghanistan and head of the UN Assistance Mission in Afghanistan (UNAMA).

During the meeting, both sides discussed strengthening cooperation between the Taliban administration and the United Nations on addressing the humanitarian needs of returning migrants and coordinating aid.

The Taliban foreign ministry said the two sides stressed that economic activities and humanitarian assistance should be kept separate from political issues, and that support for development and infrastructure projects in Afghanistan should be expanded.

They also discussed UN reports and assessments on the situation in Afghanistan, and Muttaqi stressed the need to provide accurate and reliable information and to coordinate with relevant institutions.

Other topics included cooperation on climate change and challenges related to water resources. In addition, issues linked to the Doha process, support for the private sector, and the work of groups focused on combating narcotics were also raised at the meeting.

However, it should be noted that this cooperation is taking place under the shadow of the Taliban administration’s sweeping restrictions in the area of human rights, particularly limits on women and major obstacles facing civil society activists, which has a negative impact on Afghans fully benefiting from this assistance. Separating humanitarian aid from politics is also a major challenge, as the country’s ongoing political developments have a profound influence on how essential needs are distributed and met.
