The United Nations Assistance Mission in Afghanistan (UNAMA) says that between July and September 2026, at least 52 women and one girl were detained or held for several hours by the Taliban administration in Kabul and Herat, in a move it says further restricted women’s freedom of movement and other basic rights.

In a statement released on Thursday, 8 October, UNAMA added that several other women were also threatened with arrest by the authorities in power. According to the statement, the detentions were linked to cases that Taliban officials described as “violations of dress requirements.”

The mission said that not wearing a chador, having part of the hair visible, wearing colourful headscarves, wearing makeup and being in public places without a male guardian were among the reasons women were detained. UNAMA added that the detained women were released after spending several hours in custody.

However, UNAMA warned that the real figure may be higher, as some incidents are not reported because of protection concerns and social stigma. The mission also expressed concern about reports of verbal abuse, beatings and threats against women, including female shopkeepers.

UNAMA stressed that these actions violate the rights of women and girls, including their freedom of movement, freedom of expression and personal independence, and expose them to social stigma and greater marginalisation. The mission called on the Taliban administration to end the discriminatory enforcement of regulations against women and girls, respect the human rights and dignity of all Afghans, and comply with Afghanistan’s commitments under international human rights law.

As the United Nations political mission in Afghanistan, UNAMA has repeatedly warned in recent years about the growing restrictions on women and girls and their social consequences, and has called for an end to discriminatory measures.
