After the information is entered, a verification code is sent to the phone number, and the card is issued in the passenger\u2019s name after final confirmation. Under this method, buying a card without registering the owner\u2019s information is not possible.<\/p>\n<p>Afghan migrants living in Tehran can currently only buy single-ride tickets and are unable to recharge metro cards. According to Irav, some of these migrants had previously also faced problems accessing bank accounts and SIM cards, and many rely on the metro for travel within the city.<\/p>\n<p>Many migrants with residence documents do not have a national ID number and use identifiers such as a \u201cuniversal code\u201d for administrative matters. However, in the new process for buying and recharging metro cards, no option has been provided to register these identifiers or to select a special route for non-Iranian users.<\/p>\n<p>The personalization of cards is being carried out with the aim of smartening urban transport services, but the absence of an alternative solution has left access for passengers without a national ID number unclear.
