Amrullah Saleh, Afghanistan’s former vice president, has described the U.S. agreement with the Taliban administration in Doha as the \u201cbiggest corruption\u201d and accused Washington of \u201cbetraying the people of Afghanistan.\u201d He says the deal, by sidelining the Republic of Afghanistan, paved the way for the Taliban administration to return to power.<\/p>\n
In a critical note on U.S. policies after the September 11, 2001 attacks, Saleh wrote that Washington abandoned its commitments to Afghanistan after two decades of war on terrorism. According to him, the United States, by striking a direct deal with the Taliban administration, sacrificed the values and responsibilities it had long emphasised in favour of its own interests.<\/p>\n
Referring to the strategic partnership agreement and the bilateral security agreement between Kabul and Washington, he stressed that the U.S. ignored both documents. Saleh added that instead of accepting responsibility for the collapse of the republic, Washington still tries to portray Afghans as responsible for the failure.<\/p>\n
In response to U.S. officials’ claims about the role of corruption in the collapse of the republic, the former Afghan vice president wrote: \u201cOf every dollar of U.S. aid to Afghanistan, 80 cents returned to the United States through prime contractor companies.\u201d He stressed that the biggest corruption did not take place within the republic’s structure, but in the \u201cdeal with terrorists,\u201d a deal in which, he said, neither the people of Afghanistan nor the former government had any role.<\/p>\n
Saleh also described the Doha agreement as an \u201cindelible stain on the forehead of U.S. foreign policy\u201d and said its secret annexes are still being kept from the public. He claims the content of these annexes is so problematic that it has been deemed unfit for publication.<\/p>\n
The United States signed an agreement with the Taliban administration in Doha on February 29, 2020. Under the deal, the U.S. committed to withdrawing its troops from Afghanistan within a set timetable, and the Taliban administration pledged to begin intra-Afghan talks. However, the former Afghan government was not present in these negotiations, and the process drew sharp criticism from Kabul at the time.<\/p>\n
The United States invaded Afghanistan in 2001 after the September 11 attacks and the Taliban’s refusal to hand over Osama bin Laden, toppling their regime.
