The acting minister of higher education in the Taliban administration has said that no one has the right to oppose the group’s leader, Hibatullah Akhundzada, and that obeying his decree is “obligatory”. The remarks underscore the administration’s renewed emphasis on rejecting any dissent within its leadership structure.<\/p>\n
Neda Mohammad Nadim said at Kabul Polytechnic University on Wednesday that Hibatullah Akhundzada was selected through the “Ahl al-Hall wal-Aqd” council. He also claimed that the legitimacy of the Taliban administration’s system does not come from the vote of the people, but is “divine”.<\/p>\n
He made the remarks at a ceremony honoring top students in the “Test of Hibatullah Akhundzada’s decrees” and welcoming new students to Kabul Polytechnic University. Nadim said opposition to the Taliban administration’s system is not permissible, and that no one has the right to object to laws that he said are based on the Quran and the Prophet’s hadiths.<\/p>\n
The acting minister of higher education urged people not to attribute the actions of “biased and corrupt” individuals in the administration to its entire structure. “Do not lose trust in the Islamic system because of one person, one minister or one official,” he said. However, he did not explain whom he was referring to.<\/p>\n
Nadim went on to compare the republic system with what he called an “Islamic system,” saying that in a republic the president is elected by majority vote, but laws are made according to people’s preferences and may, in his view, conflict with Sharia. He claimed that opposition to such a system is necessary.<\/p>\n
In response to this claim, legal experts have previously said that the constitution of the former system, alongside its emphasis on religious and Islamic values, was also compatible with modern and democratic principles. The Taliban administration scrapped the constitution after returning to power.<\/p>\n
From the Taliban administration’s perspective, “Ahl al-Hall wal-Aqd” refers to a group of religious scholars, elders and influential figures who make decisions on important matters, including the selection or approval of a leader.
