The Taliban administration on Monday, 16 Sunbula, signed an oil and gas contract for Herat\u2019s Kashk-e-Tirpul basin with Saudi company Delta International, a deal it says could be worth $50 billion over 25 years. The agreement was announced even though the main investment and implementation of the projects are contingent on future exploration results and technical studies.<\/p>\n
Mullah Abdul Ghani Baradar, the Taliban administration\u2019s deputy economic chief, and Zalmay Khalilzad attended the signing ceremony. The agreement was signed by Shahr al-Taqi, chief executive of Saudi Arabia\u2019s Delta International, and Hedayatullah Badri, acting minister of mines and petroleum in the Taliban administration.<\/p>\n
Under the agreement, the Kashk and Tirpul basin in Herat, covering 23,317 square kilometres, will be included in the project. The plan \u043f\u0440\u0435\u0434\u0443\u0441\u043c\u0430\u0442\u0440\u0438es an assessment of hydrocarbon reserves and a study of supplying gas to Herat city and its industrial town for power generation and industrial use.<\/p>\n
Part of the contract is devoted to examining a plan to build the 700-kilometre Sangez pipeline. According to the details released, the pipeline is intended to transport gas from Guzara district in Herat to the Spin Boldak border point in Kandahar, to assess the possibility of connecting it to regional markets.<\/p>\n
The Taliban administration said about $10 billion of the planned investment would be allocated to building the gas transmission pipeline. However, this part is also said to depend on positive exploration results and technical studies.<\/p>\n
At the signing ceremony, Hedayatullah Badri said extracting these resources could play a role in meeting energy needs and creating job opportunities. Zalmay Khalilzad also described the signing of the contract as a sign of Afghanistan\u2019s readiness to attract major investment and said he was pleased with its finalisation.<\/p>\n
Previously, the head of Delta also held talks in Kabul with Taliban administration officials in meetings attended by Khalilzad.
