According to this representative, the group has both the will and the capacity to carry out or support cross-border attacks.<\/p>\n<p>China\u2019s representative at the meeting called on the Taliban administration to fulfill its commitments to combat terrorism and take serious action against all groups based in Afghanistan, including individuals and entities listed in the Security Council&#8217;s 1267 Committee sanctions list. He warned that the increasing capabilities of these groups to conduct cross-border attacks make regional cooperation more necessary than ever.<\/p>\n<p>The Deputy Permanent Representative of the United States also emphasized that countering ISIS, al-Qaeda, and affiliated groups remains a top priority for Washington. Referring to Afghanistan, he noted that the ISIS-Khorasan threat remains persistent and that these groups exploit unstable conditions to expand their influence.<\/p>\n<p>Pakistan\u2019s representative described Taliban-led Afghanistan as a base for terrorist groups and claimed that since the Taliban&#8217;s return to power in August 2021, conditions have become more favorable for the growth and expansion of these groups.<\/p>\n<p>The UN Secretary-General\u2019s report, distributed among Security Council members on July 30, 2026, states that despite security pressures, ISIS-Khorasan is striving to rebuild its operational capabilities, recruit members, and plan large-scale, deadly attacks.<\/p>\n<p>However, Zabihullah Mujahid, spokesperson for the Taliban administration, rejected these assessments, stating that Afghanistan does not allow its territory to be used against any country and that, according to him, no rogue groups operate within the country.
