China’s representative at the United Nations Security Council warned that the presence and activities of terrorist groups in Afghanistan continue to constitute a serious threat to both the country and its neighbors, highlighting renewed concerns about the security situation under Taliban rule.<\/p>\n
San Li, the Acting Charg\u00e9 d\u2019Affaires of China’s permanent mission to the UN, spoke at the Security Council meeting titled “Threats Arising from Terrorist Actions Against International Peace and Security.” He said groups such as ISIS-Khorasan have not only the motivation but also the capability to carry out cross-border attacks.<\/p>\n
He urged Taliban authorities to adhere to their commitments to combat terrorism and to take decisive actions against all terrorist groups based in Afghanistan, including individuals and entities listed under the UN Security Council\u2019s Sanctions Committee 1267, to ensure that Afghanistan does not once again become a terrorist haven.<\/p>\n
The Chinese representative also emphasized that the international community must assist in improving the economic and livelihood conditions of the Afghan people to eliminate the root causes of extremism. He supported cooperation between Central Asian countries and regional organizations like the Shanghai Cooperation Organization with Afghanistan in addressing cross-border threats.<\/p>\n
San Li warned that terrorist groups are increasingly using the internet, artificial intelligence, drones, and emerging technologies for recruitment, financing, and executing attacks\u2014posing new challenges to the global fight against terrorism.<\/p>\n
He added that China supports UN efforts to strengthen regulatory frameworks over new technologies to prevent their misuse by what he termed the “three forces”: violent terrorism, ethnic separatism, and religious extremism.<\/p>\n
The Chinese envoy also called for the Security Council to fully utilize sanction mechanisms under resolutions 1267 and 2713 and proposed adding the “Baloch Liberation Army” and its “Majid Brigade” faction to the sanctions list.<\/p>\n
Referring to a recent suicide bombing in Pakistan that resulted in civilian casualties, he condemned the attack and urged the international community to support Pakistan’s anti-terrorism efforts.<\/p>\n
