He called on religious scholars to work on “mindset-shaping” among the people.

Hamdullah Fetrat, deputy spokesperson of the Taliban administration, stated that the meeting was held under the title “Strengthening the Islamic System” with the presence of a number of scholars, prominent figures, and officials of the administration. According to him, the Taliban leader described the current governance as a “Sharia system” and regarded the pledge of allegiance to the “Sharia Emir” as the outcome of “jihad and consensus among Muslims.”

Akhundzada urged clerics to explain the orders and laws issued by the Taliban administration to the people in their areas and to strengthen the spirit of obedience so that, as he put it, the “gates of discord” would be closed. He also stressed the role of scholars and commanders in safeguarding Sharia law and preventing what he referred to as “evil deeds.”

Since the Taliban’s return to power, the leader of the administration has repeatedly stressed obedience to himself and internal cohesion; meanwhile, widespread restrictions on education, work, and civil liberties, especially for women, have faced domestic and international criticism.
