According to him, this fatwa was delivered to Mullah Omar by one of his office advisors, and Omar himself typed and published it using a computer.<\/p>\n<p>Dr. Tariq adds that in his view, the Taliban adopted a strict and extreme approach to Islam and Sharia law from the outset. He says their interpretation and implementation of religious rulings have always been accompanied by broad restrictions in social and educational spheres.<\/p>\n<p>These remarks come as reports indicate that, under the orders of Mullah Hibatullah, the current leader of the Taliban administration, the use of smartphones has been banned in several departments and institutions under their control. It is reported that in some cases, destroying smartphones is considered a commendable act.<\/p>\n<p>Restrictions on technological tools continue despite Afghanistan\u2019s urgent need for access to technology for education, communication, and development more than ever before.
