The Taliban’s Ministry for the Promotion of Virtue and Prevention of Vice and Complaints met with the UN High Commissioner for Refugees and the UN Humanitarian Coordinator for Afghanistan to discuss the challenges faced by returning migrants and ways to enhance cooperation.<\/p>\n
According to a statement from the ministry, Sheikh Mohammad Khalid Hanafi met with Arafat Jamal and stated that the Taliban administration is cooperating with relevant agencies to provide necessary facilities to returnees. A joint commission has been established among departments under the Taliban administration to address their problems.<\/p>\n
Hanafi claimed that “comprehensive security” currently prevails in the country and conditions for providing services to returning migrants have improved compared to the past. He also emphasized that protecting citizens\u2019 “religious rights,” especially from the ministry\u2019s perspective, remains a priority. Since the Taliban\u2019s return to power, the rights of hundreds of thousands have been secured, he said. This assertion comes amid ongoing widespread restrictions on women\u2019s education, employment, and social participation, which continue to be criticized domestically and internationally.<\/p>\n
According to the Ministry for the Promotion of Virtue, women can register complaints 24\/7 through a toll-free hotline (191), and the ministry pledges to address them. However, women’s rights activists have previously identified the Taliban’s imposed restrictions as a key factor increasing social problems for women.<\/p>\n
Meanwhile, Arafat Jamal stated that since 2023, about six million Afghan migrants have returned to the country, equivalent to nearly 15 percent of the population. He said the UN strives to support returnees not only with cash assistance but also in shelter provision and small business development, implementing projects in some provinces in coordination with the Taliban administration.<\/p>\n
The UN High Commissioner for Refugees for Afghanistan also pledged to work on mobilizing additional aid and gaining international support to address the situation of returning migrants.
