The recent increase in the returnee influx has heightened the demand for shelter and essential services in the province.<\/p>\n<p>Meanwhile, some urban affairs experts emphasize that merely distributing land without providing infrastructure such as water, electricity, schools, and health centers cannot meet the fundamental needs of the returnees.
