According to him, the plan will focus on enhancing cooperation in the energy sector and reducing strategic vulnerabilities.<\/p>\n<p>Rubio added that Quad members are also considering measures to reinforce supply chains for critical minerals\u2014materials essential to advanced industries, new technologies, and the energy sector. This effort is part of broader attempts to increase the economic and industrial resilience of member countries.<\/p>\n<p>The Quadrilateral Security Dialogue consists of India, the United States, Japan, and Australia, and its main focus is on security and strategic cooperation in the Indo-Pacific region. In recent years, the framework has expanded its scope to include maritime security, advanced technologies, cybersecurity, energy, artificial intelligence, and strategic minerals.<\/p>\n<p>The origins of the Quad date back to 2007 when then-Japanese Prime Minister Shinzo Abe proposed closer cooperation among the four countries, with the first official meeting held the same year. However, due to Chinese sensitivities and changes in governments, the framework practically became inactive for several years.<\/p>\n<p>Since 2017, amid growing concerns over China\u2019s expanding military and economic influence in the South China Sea and the Indian Ocean, the Quad has been reactivated with regular meetings of senior officials and subsequently the leaders of the four countries.
