According to the Mehr news agency citing RIA Novosti, Ulyanov said Iran\u2019s proposal to establish a joint regional security regime through engagement with Arab neighbors could be seen as a constructive step. He did not specify how or at what level this process would be pursued.<\/p>\n
Qatari network Al Jazeera, citing informed sources, reported that Iran\u2019s proposal includes three phases. According to this report, the first phase aims to convert the existing ceasefire into a complete end to the war within at least 30 days.<\/p>\n
The sources claim that the second phase involves discussions about a complete halt to uranium enrichment for a period that could last up to 15 years. It was also said that after this period, enrichment would resume at a level of 3.6 percent based on a \u201czero stockpile\u201d principle. Within this framework, dismantling nuclear infrastructure or destroying facilities is not planned.<\/p>\n
In the third phase, Tehran has proposed launching strategic dialogue with Arab countries and other regional actors to establish a comprehensive security system throughout the region.
