Although the document received 11 votes in favor, it was blocked by two opposing votes from Moscow and Beijing, along with two abstentions from Colombia and Pakistan.<\/p>\n<p>The Security Council meeting, which was convened to discuss the draft, took place after several postponements. Bahrain stated that the aim of presenting this resolution was to ensure the security of international shipping in the Persian Gulf, a strategic waterway through which a significant portion of the world&#8217;s energy supply is transported.<\/p>\n<p>According to the final text, UN member states were &#8220;strongly encouraged&#8221; to take coordinated and proportionate defensive measures to guarantee freedom of navigation in the Strait of Hormuz. The original version of the draft included the phrase &#8220;use of all necessary means,&#8221; which was later softened to restrict actions to defensive measures, in an effort to reduce the likelihood of a veto. Nonetheless, this adjustment did not prevent China and Russia from opposing the resolution.<\/p>\n<p>The Russian representative at the Security Council condemned the United States&#8217; attack on Iran and emphasized respect for countries&#8217; sovereignty, stating that ignoring the root causes of regional tension is unacceptable. He described the submitted draft as &#8220;imbalanced&#8221; and announced that Moscow, along with Beijing, would propose a more comprehensive plan addressing maritime security.<\/p>\n<p>China&#8217;s representative also described the US and Israeli attacks on Iran as contrary to the principles of the UN Charter and international law. However, he clarified that Beijing does not support attacks on Gulf countries or any blockade of the Strait of Hormuz. According to him, Bahrain&#8217;s draft failed to address the root causes of the crisis in a balanced manner.<\/p>\n<p>The Strait of Hormuz is considered one of the world&#8217;s most critical maritime chokepoints, and any tension there can have wide-ranging economic and security consequences both regionally and globally.
