Taliban’s Information and Culture Ministry Warns Tourism Companies Against Operating Without Licenses

Qudratullah Jamal, Deputy Minister of Tourism at the Taliban’s Ministry of Information and Culture, has announced that all pilgrimage and tourism companies are required to operate according to established regulations and must hold a valid license to continue their activities.

He stated that operating without a license is considered a violation of the rules, and companies whose licenses have expired must renew them as soon as possible. He also emphasized that any changes in the structure or type of a company’s activities must be reported to the relevant authorities.

The Deputy Minister of Tourism warned that companies found violating these regulations will be shut down, and individuals misusing licenses will be referred to judicial bodies.

These remarks come amid the Taliban’s renewed governance, which has introduced new restrictions and regulations on the issuance and renewal of licenses for commercial and service activities—measures that some private sector actors view as challenging and have called for greater transparency in regulation enforcement.
