Bill Gates Urges Binding Rules for AI Development in the US

Bill Gates, the founder of Microsoft, has called on US lawmakers and law enforcement agencies to put binding frameworks in place for artificial intelligence development, warning that leaving the technology unchecked could lead to deadly consequences on a vast scale.

According to The Guardian, Gates told NBC that self-regulation is not enough to contain the risks posed by the technology. He stressed that politicians and relevant authorities must take action on safeguards and oversight mechanisms, and that the process should be mandatory.

Gates warned that if AI falls into the hands of people with malicious intent, it could become so powerful that it could cause events with extremely heavy losses, including the death of “one billion people.” He also said that the combination of dangerous individuals and the most advanced AI tools could be more destructive than any weapon.

In another part of his remarks, he questioned the effectiveness of the idea of an “off switch” for controlling AI, saying this solution alone is not sufficient. In his view, making such proposals shows that some of the ongoing debate still falls short of a precise understanding of the technical aspects of the technology.

With these comments, the Microsoft founder repeated warnings that have in recent months also been voiced by a number of prominent figures in technology and politics. Sam Altman and Elon Musk, along with others, had previously called for a slowdown in the development of artificial intelligence.

Meanwhile, US Senator Bernie Sanders proposed a plan on September 23 to temporarily halt the development of advanced AI so that the necessary restrictions and protective frameworks can be put in place before the process continues. Some experts have also warned that the technology could, alongside threats such as biological weapons and nuclear war, pave the way for the large-scale destruction of human beings.

Despite these warnings, Microsoft itself has faced criticism for its role in heightening concerns over the dangerous uses of AI. The Guardian reported that some Microsoft employees and activists have organised a campaign to pressure the company into ending cooperation with the Israeli military.

The authors of an article published in The Guardian on Friday also warned that the harmful consequences of AI use are not limited to outside the United States. According to the report, Microsoft’s Azure tool has also been used by the US Department of Homeland Security for mass surveillance, detention, and deportation of migrants.

Microsoft is one of the world’s biggest technology companies and has made substantial investments in artificial intelligence in recent years. Debate over regulating and containing the technology, as AI-based tools expand rapidly, has become one of the main issues in technology policy in the United States and around the world.
