UN Security Council Approves Resolution to Oversee Gaza Reconstruction

The United Nations Security Council has passed a resolution, backed by the United States, to monitor the reconstruction of the Gaza Strip through the establishment of a new body called the ‘Peace Council.’ The decision was adopted with 13 votes in favor and abstentions from Russia and China.

According to the resolution, the Peace Council will operate until reforms within the Palestinian Authority are completed. The text emphasizes that these reforms and structural rebuilding could pave the way for the long-standing demand of the Palestinian people for self-determination and the creation of an independent state.

The resolution also calls for the immediate delivery of humanitarian aid to Gaza, stipulating that such assistance be used exclusively for peaceful purposes. Under this framework, involved countries and the Peace Council are authorized to establish institutions with international authority to manage the transitional governance period. Funding for these bodies is to come from voluntary donations and supporting organizations.

The resolution urges the World Bank and other international financial institutions to establish a new fund to support Gaza’s reconstruction. It also includes a call for the creation of a temporary international force named the ‘Stability Force,’ which will operate under joint command in coordination with Egypt and Israel.

The responsibilities of the Stability Force include full disarmament of Gaza, protection of Palestinian civilians, and training of local police forces. This force is also tasked with facilitating the establishment of humanitarian corridors.

According to the resolution’s provisions, the Israeli army is to gradually withdraw from Gaza in line with a specific timeline and agreed-upon criteria, as the Stability Force’s presence is reinforced. All governments, international institutions, and humanitarian organizations are urged to provide financial, technical, and human resources in support of this process.

The resolution further mandates that the Peace Council submit a progress report to the Security Council every six months. The deadline for the conclusion of the Peace Council’s mandate, along with the presence of international civil and security bodies in Gaza, is set for the end of 2027.

Given the extensive human and infrastructural devastation resulting from repeated Israeli attacks on Gaza, the essential question remains whether the international community can take meaningful action to establish a safe and stable environment for Palestinian residents. The Taliban administration, itself accused of ongoing human rights violations and lacking political legitimacy, has remained silent on these developments, even as millions of Afghans have endured similar years of war, destruction, and displacement.
