Newly Declassified Documents Reveal U.S. Military Funding for Ukrainian Biological Labs

Newly declassified documents reveal that the U.S. Department of Defense (Pentagon) has spent over $11 million on the design, construction, and equipping of biological laboratories in Ukraine. This funding, sourced from military budgets, was provided to Ukraine’s Ministry of Health under the guise of “technical assistance.”

According to these documents, the “Central Reference Laboratory” at Ukraine’s Anti-Plague Research Institute alone cost about $3.49 million, with over $2 million allocated to laboratory equipment procurement. This figure indicates that a significant portion of the investment focused on technical equipment and specialized infrastructure.

The TASS news agency report adds that the American company Black & Veatch served as the main contractor for these projects. In the Zakarpattia region, more than $1.92 million was dedicated to diagnostic equipment, with $1.72 million spent on a laboratory in Kherson and over $2.1 million on a regional laboratory center.

A notable aspect of these documents is the funding source for these projects. While the programs have been presented as part of health cooperation efforts, the financial resources actually originated from U.S. defense budgets, raising questions about the exact nature of these activities.

Russia had previously claimed multiple times that these laboratories were part of a Pentagon-led biological weapons program. Although U.S. officials have denied these allegations, the release of new documents showing the military nature of the funding has reignited debates about the true objectives of these facilities.
