Taliban Warns Right-Hand Drive Vehicle Owners to Register by Early November

The Taliban-run Ministry of Interior on Tuesday issued a warning to owners of right-hand drive vehicles—those whose steering wheels are on the opposite side of Afghanistan’s traffic flow—saying they have until 7 Aqrab 1404 (October 29, 2025) to register their cars and obtain official stickers in designated provinces.

The statement clarified that once the deadline expires, no vehicles lacking valid documentation will be allowed to operate in Kabul. Traffic police will confiscate any undocumented vehicles found on the roads, and owners will have no right to file complaints.

The notice also stated that owners who have already received stickers for their right-hand drive vehicles must promptly obtain temporary transit permits and license plates from their respective provincial authorities.

The Taliban’s recent crackdown on urban traffic regulation has sparked concern among city residents, who argue that the lack of a clear legal framework and transparent implementation has created confusion. Many Afghan citizens, struggling with economic hardship, limited access to information, and inadequate infrastructure, say they cannot meet the registration requirements within the tight timeframe. The Taliban government has faced ongoing criticism for arbitrary rule enforcement and lack of transparency in regulatory actions.
