Taliban Claims to Have Paid War Compensation and Followed Rules of War Since Taking Power

The head of the Taliban administration has announced that since the beginning of their rule, they have adhered to what he calls the “principles of war” and have paid compensation in cases where individuals were mistakenly harmed.

Sheikh Noor-ul-Haq Anwar, head of the Taliban administration, stated on Tuesday at a meeting in Kabul that the Taliban have even accepted responsibility in cases of error and compensated those affected. However, he did not provide details about the number of cases, the amount of compensation, or the mechanism for reviewing these incidents.

The Taliban administration has previously emphasized adherence to the rules of war, but human rights organizations have consistently expressed concern about how civilian casualties are investigated and the transparency of the accountability process.

So far, no independent information has been released regarding how damages are documented, how claims of the injured are evaluated, or the compensation distribution mechanism by the Taliban administration; an issue that some experts believe requires greater transparency and accountability to the public.
