China and Pakistan Propose Five-Point Plan to Resolve Gulf Crisis

The foreign ministers of China and Pakistan have introduced a five-point initiative aimed at establishing a ceasefire and restoring peace and stability in the Gulf region and the Middle East. The plan focuses on an immediate halt to hostilities, the commencement of political dialogues, and ensuring the security of civilians and international waterways.
According to a statement from China’s Ministry of Foreign Affairs released after the meeting, the first point of the plan calls for an immediate cessation of hostilities. Both countries have demanded an immediate ceasefire and an end to the war, emphasizing that humanitarian aid must reach all affected areas without obstruction.
The second point stresses the urgent start of peace negotiations. The plan highlights the need to uphold the sovereignty, territorial integrity, national independence, and security of Iran and other countries in the Gulf region. Dialogue and diplomacy are presented as the only practical means to resolve disputes. Additionally, the involved parties have been urged to refrain from threats or the use of force during the negotiation process.
The third focus of the initiative is the protection of civilians and civilian infrastructure. China and Pakistan have called on all parties to stop attacks on civilians and vital facilities such as energy, desalination plants, power supplies, and peaceful nuclear infrastructure, urging adherence to international humanitarian law.
The fourth point underscores the importance of securing international waterways, especially the Strait of Hormuz. This waterway is a crucial route for global trade in goods and energy. The two countries have called for ensuring the safety of ships and crews, facilitating the safe passage of commercial vessels, and the swift restoration of normal navigation in the area.
The fifth and final element of the plan supports multilateralism and strengthening the role of the United Nations. China and Pakistan stated that establishing a comprehensive peace framework based on the UN Charter and international law could pave the way for lasting peace in the region.
