Taliban Plans to Purchase Two Million Tons of Fuel Annually from Russia

The Russian Trade Center in Afghanistan has announced that the Taliban administration intends to purchase up to two million tons of fuel annually from Russia. According to officials at the center, a long-term contract for this purchase is expected to be signed soon in the Russian city of Kazan.

Russian media reports indicate that current contracts between the two parties are short-term, typically arranged for three to six months and renewed upon expiry. It is now planned to finalize a long-term contract during the International Economic Forum “KazanForum 2026.”

Zamir Kabulov, Russia’s special presidential envoy for Afghanistan, had previously stated that Afghanistan is interested in buying fuel from Russia, and energy exports to Afghanistan are on the agenda of negotiations between the two sides.

Afghanistan, which imports the majority of its petroleum and liquefied gas needs, has faced fuel price fluctuations and supply shortages in some areas in recent years. However, the Taliban administration has yet to share clear details on the financial terms, exact duration of the contract, and how the costs of this potential purchase will be covered. Experts note that greater transparency is needed for citizens and economic actors in the country.
