Distribution of Wheat and Cash Begins for Returnee Families in Kapisa

The distribution of wheat and cash aid has commenced for 1,200 returnee families in Kapisa province. This assistance includes six thousand sacks of wheat and six million Afghanis in cash, which will be distributed among beneficiaries by the provincial Directorate of Agriculture.

At the inauguration ceremony, Ataullah Omari, acting Minister of Agriculture, Irrigation, and Livestock of the Taliban administration, stated that these aids have been allocated based on the directive of the Taliban leadership. He claimed that around 4.5 million migrants have returned to the country so far, and the Taliban administration is striving to provide a “safe and secure” living environment for the citizens.

Mawlavi Mohammad Rahim Naemani, head of Kapisa’s Agriculture Department, explained that each family will receive five sacks of wheat and five thousand Afghanis in cash. According to him, the distribution process will be carried out in phases across various districts of the province.

This initiative comes amid serious challenges faced by many returnee families, including lack of shelter, employment opportunities, and basic services. Several aid organizations have previously warned that the large-scale return of migrants without the establishment of sustainable livelihoods could increase pressure on local communities — a matter that requires transparent and accountable planning and response from the Taliban administration.
