Taliban Authority Announces New Regulations for Distribution and Licensing of Jammer Devices

The Ministry of Interior of the Taliban administration has announced new guidelines for the distribution, regulation, and licensing of jammer devices. All individuals and entities seeking to install and use these devices on vehicles must obtain an official permit.

According to the ministry’s statement, applicants are required to visit the Jammer Regulation Department within the Explosive Materials Combating Engineering Directorate to obtain the permit. The announcement emphasized that any permit, written authorization, or inquiry not issued by the mentioned authority will have no legal validity.

Jammers are devices used to disrupt communication signals and prevent remote-controlled explosions, typically deployed in areas with security threats. In recent years, regulating these devices has become a significant security issue in Afghanistan.

The statement added that the Ministry of Defense and the General Directorate of Intelligence of the Taliban administration operate according to their internal regulations and are not included in this licensing process. However, it remains unclear how the monitoring mechanism for the distribution and use of jammers will be enforced and what measures will be implemented to prevent potential misuse—an issue that calls for greater transparency from the Taliban administration.
