Taliban Justice Ministry Launches Online System for Property and Vehicle Transactions

The Taliban’s Ministry of Justice has announced the launch of a new online system designed for transaction guides and petitioners to facilitate the official issuance of licenses and registration of property and vehicle transactions.
According to the ministry’s statement, the system was inaugurated today in a ceremony attended by Mawlawi Abdul Hakim Sharaee, Minister of Justice, along with representatives from several government agencies including the Ministry of Finance, Ministry of Communications, and General Directorate of Traffic.
At the event, the Taliban’s Minister of Justice stated that the creation of this system could simplify the public’s access to legal services, reduce transaction costs, and bring increased transparency to transaction offices. He also emphasized the expansion of this system and its integration with other relevant sectors.
The statement explained that with the implementation of this program, the process of issuing licenses for transaction guides and petitioners will be conducted online, with each license featuring a unique barcode that allows citizens to verify its status.
Additionally, all purchase and sale transactions of properties and vehicles will be recorded in the system, enabling visitors to verify the validity of transaction offices’ licenses. However, it remains unclear what independent oversight mechanisms have been set in place to ensure genuine transparency and prevent misuse within this system.
The Taliban’s Ministry of Justice claims that implementing this initiative will help reduce violations, lower costs, and expedite the handling of complaints—a claim whose fulfillment in practice depends on the operational transparency and accountability of the responsible institutions.
