Taliban Administration Announces New Changes in Several Ministries and Departments

Zabihullah Mujahid, spokesperson for the Taliban administration, has announced that, under the directive of the leadership, new changes have been made in several ministries and government institutions. These appointments involve the reassignment of officials in both infrastructure and administrative sectors.
According to the announcement, Abdul Latif Mansour, the former Minister of Water and Energy, has been appointed as the new Minister of Rural Rehabilitation and Development. Conversely, Mohammad Younus Akhundzada, who previously held the Rural Rehabilitation and Development portfolio, has now been named Minister of Water and Energy.
Additionally, Abdul Haq Hamkar, former Deputy of Finance and Administration at the Ministry of Public Works, has been appointed as the General Director of the Breshna Company. Qari Mohammad Younus Rasheed, former Deputy for Youth Affairs at the Ministry of Information and Culture, has been named Deputy for Finance and Administration at the Ministry of Public Works.
Further changes include Dr. Abdul Bari Omar, the former head of the Breshna Company, being appointed as Chief of Protocol at the Ministry of Foreign Affairs. These reshuffles come as the Taliban administration continues to make appointments and personnel changes without transparent procedures, parliamentary oversight, or public participation — a process repeatedly criticized for lacking meritocracy and accountability.
